Ancient authors like Livy and Tacitus describe devastating floods that submerged the Forum, damaged temples, and swept through entire neighborhoods, exposing the vulnerability of even the empire’s capital. As the river surged, Rome’s bridges—such as the Pons Aemilius and Pons Fabricius—were repeatedly battered, repaired, and in some cases partially destroyed, becoming markers of both resilience and fragility. Flowing from the Apennines to the Tyrrhenian Sea, the Tiber carried not only water but also sediment, waste, and disease, contributing to unhealthy conditions in low-lying areas of the city. Efforts to manage it—from embankments to drainage systems—were constant but never fully successful.
