Initially this looks like a low-flying craft skimming over the water with a shadow. But I think, on zooming in, that it's actually just four birds and parallax.

You can practically see them flapping

The camera is tracking the boats, but that does no mean it's flying in the same direction as the boats. It coudl be flying left and panning right - which would give a parallax effect.

I promise not to post this in every thread about these videos (though I almost could) -- but this is yet another UAP that does not do anything anomalous, it (or they) just flies smoothly by. As any non-anomalous flying thing would. I agree that this could well be parallax, but even if it were not, we'd have something flying by that is faster than a boat... not that amazing. Not mysterious. Not inexplicably defying physics.

There is another "UAP" near the end of the video that many people didn't notice at first, myself included.

It could also be another bird, possibly closer to the camera, which would make it appear faster and could also explain why it looks smaller.

It could be a different thing, such as a drone.

It comes from the top left corner. Its small and fast, hard to see if you didn't notice it at first
