Senator Mitch McConnell (R-KY) cast a vote on Tuesday to advance farm legislation during a Senate Agriculture Committee markup, in a moment captured on video that showed colleagues seemingly speaking instructions to him as his name was called.

The committee approved the measure 12-11 along party lines, with McConnell’s vote providing the majority needed to report the bill.

Video from the hearing shows the clerk calling McConnell’s name during the roll-call vote on reporting the farm bill, a five-year package covering agriculture, nutrition, conservation and forestry policy.

McConnell, seated in a wheelchair next to Sen. John Hoeven (R-ND), could be seen moving to raise a finger. Hoeven leaned toward him and could be heard saying “no.”

McConnell then said “aye” in a quiet voice that the clerk did not register. At that point, Hoeven again said “no.” A staffer then leaned forward, and committee Chairman John Boozman (R-AK) turned toward McConnell.

The clerk then called McConnell’s name a second time. He said “aye” more audibly and raised a finger slightly.

Hoeven’s office later described the exchange as the product of procedural confusion rather than disagreement over the bill itself. After a member sought to reopen the legislation for additional amendments, “there was confusion regarding what the committee was voting on,” communications director Kami Capener said.

“Senator Hoeven initially thought the vote was to overrule the chair, then realized the vote was on final passage. At that point, Senator McConnell had already indicated his aye vote on passage of the farm bill.”

McConnell’s office pointed to a statement he posted on X after the vote. “As a member of the Agriculture Committee since my first day in the United States Senate, I was proud to vote yes on the Farm Bill on behalf of the hardworking farm families across Kentucky,” he wrote. He commended Boozman and expressed hope that the bill would receive bipartisan support on the Senate floor.

McConnell sat largely silent during the remainder of the session and left after the vote.

McConnell, 84, returned to the Capitol on September 14, two days before the committee vote. He had not been seen in public for more than three months after a medical episode that began June 14, when he fell at his Washington home, was briefly unconscious and was hospitalized.

He later developed pneumonia, spent time in a rehabilitation facility and continued recovery at home after his release in early August. In a statement issued upon his return, McConnell said the process had been long and that lingering effects of childhood polio had complicated rehabilitation.

He said he was “still not quite back to 100 percent” but would try to be present for key votes while continuing physical therapy. Aides have used a wheelchair to move him around the Capitol since his return.
