According to DHS, the tunnel spans approximately 1,933 feet and leads from Tijuana to a retail store known as “Buy 4 Less,” located near San Diego’s Otay Mesa Port of Entry. This is not just any tunnel; it features reinforced walls, a rail system, ventilation, and even electricity. Such infrastructure reflects the alarming ingenuity and resources available to drug cartels. The length and complexity of this tunnel demonstrate how far these organizations will go to bypass traditional security measures.
Two Americans, Gregorio Epifanio Hernandez Lopez and Jose Jimenez, along with two Mexican nationals, Brandon Escalante Sandoval and Antonio Cortez, face serious charges connected to the distribution of more than a ton of cocaine valued at $45 million. Hernandez Lopez is additionally charged with conspiracy to use the cross-border tunnel and conspiracy to import controlled substances. This multifaceted approach to smuggling illustrates a calculated operation tailored to take advantage of current border controls.
HSI San Diego acting Special Agent in Charge Kevin Murphy remarked that this operation dealt a “significant blow to the Jalisco New Generation Cartel.” The successful bust reaffirms that law enforcement agencies are on high alert and actively working to counteract cartel activities. The agents first started surveilling the site in December 2025, prompted by suspicious behaviors. Minimal customer traffic and individuals frequently transporting empty suitcases between the store and various vehicles raised red flags.
On May 29, 2026, agents observed further suspicious activity. They witnessed a man loading heavy items into a van at “Buy 4 Less” and then transferring those items to a nearby mechanic shop. The involvement of Brandon Escalante in counter-surveillance also added to the agents’ growing concerns. Such tactics illustrate the lengths to which these individuals go to evade detection.
After the van was moved, agents noted the arrival of another truck, where suspects unloaded three deep freezers that presumably contained packages of illicit drugs. The quick coordination between the vehicles indicates a well-planned operation, making it clear that these smuggling activities are part of a larger network. When San Diego County Sheriff’s deputies later stopped the truck and van, evidence of controlled substances was confirmed with the help of a K9 unit.
Authorities seized over 1,000 kilograms, or more than 2,200 pounds, of cocaine from these vehicles. The substantial amount recovered further illustrates the scale of the cartels’ operations and their persistent efforts to deliver drugs into the United States. This incident serves as a stark reminder of the continuous challenges law enforcement faces in combating drug-related crime.
Acting Attorney General Todd Blanche commented on the need for ongoing vigilance in light of these sophisticated operations. He noted, “This has been something that they’ve been doing for a long time, and now that the borders are closed, they have to find other ways to get drugs in this country.” His statement underscores the evolving methods employed by criminal organizations as they exploit any vulnerabilities in security protocols.
