A federal grand jury empaneled in Manhattan has issued subpoenas as part of a Department of Justice investigation into the financial activities of Neville Roy Singham and entities connected to his network of organizations.

The probe, which was authorized by Acting U.S. Attorney General Todd Blanche and is led by U.S. Attorney Jay Clayton in the Southern District of New York, examines the movement of funds originating from Singham’s base in Shanghai, China.

According to a report from Fox News, the investigation focuses on approximately $285 million (with $278 million documented in specific transactions) transferred from Shanghai through a Goldman Sachs donor-advised philanthropy fund and two now-defunct shell corporations into U.S. nonprofits, media operations, and left-wing activist groups.

The channels included roughly $110 million routed to the GS Donor Advised Philanthropy Fund For Wealth Management Inc., about $164 million to Mutod LLC, and approximately $3.5 million to Likewise Conceptions LLC.

The grand jury has sought bank records and financial documents from organizations in the network. Prosecutors are assessing whether Singham, the funded organizations, or their leaders may have committed wire fraud, bank fraud, money laundering, or other financial crimes.

Treasury Secretary Scott Bessent met earlier in 2026 with Goldman Sachs Chairman and CEO David Solomon to discuss the philanthropic fund’s role in the transactions. A Goldman Sachs spokesperson stated that all distributions from Singham’s donor-advised fund were made to legal nonprofits as determined by the IRS, that there have been no distributions since August 2023, and that the account was closed in early 2024.

Solomon agreed to cooperate with prosecutors in the investigation.

The probe builds on prior congressional oversight by the House Ways and Means Committee into specific organizations in the network, including demands for documentation on funding sources and foreign ties. Singham has not publicly responded to repeated requests for comment regarding the investigation.

Singham, founded Thoughtworks, a Chicago-based IT consulting firm specializing in custom software and services, in the late 1980s. He built the company into a global operation and sold it in 2017 to private equity firm Apax Partners for approximately $785 million, which generated the wealth that has since funded his activism.

Following the sale, Singham relocated his primary activities to Shanghai, China, where he has maintained residence and business interests. In 2017, he married Jodie Evans, co-founder of the activist group CodePink.

Singham has directed funding through donor-advised funds, including the Goldman Sachs Philanthropy Fund, and intermediary organizations to a network of U.S. tax-exempt nonprofits, media outlets, and activist groups. Prominent entities in this network include The People’s Forum, Tricontinental, BreakThrough News, CodePink Women for Peace, the ANSWER Coalition, and the Party for Socialism and Liberation.

These groups engage in political activism and organizing geared towards advancing socialist causes.

On a personal level, Singham has publicly called for a “new world order” and referenced strategies associated with Mao Zedong in speeches.
