My brother Paul is a bus mechanic on 24-hour call. He went to fix a bus on Moor Street in Birmingham that had broken down in a bus-only section which he had to enter to do the job. He was then sent a penalty by some moronic person at Birmingham council. He appealed and a ‘tribunal’ asked for information to prove he was attending a breakdown. 

Paul sent them the name and registration of the coach, the name and email of the engineering manager at the depot of the coach, along with a picture of the sign written on his breakdown vehicle saying it was a breakdown vehicle. But an ‘adjudicator’ called Goffe said this was insufficient evidence to show he was attending a coach breakdown.

Your stupidity, Mr/Ms Goffe, is beyond belief  and this is not rare anymore. Human stupidity is one of the few growth industries.
