Missouri Attorney General Catherine Hanaway announced Friday that her office has opened an investigation into ActBlue, an online fundraising platform used by Democrat candidates and groups. The inquiry focuses on possible violations of the Missouri Merchandising Practices Act, which prohibits fraud, deception, misrepresentation, and unfair practices.

The investigation followed a referral from the U.S. House Committee on Administration. That committee, working with the House Judiciary and Oversight committees, has examined ActBlue’s donation verification practices since 2023.

Federal law prohibits political contributions from foreign entities. Hanaway’s office said it will review whether ActBlue sent any funds raised through fraudulent contributions to a Missouri political office, campaign, or committee.

ActBlue is used by nearly 23,000 Democratic candidates and groups and raised nearly $1.8 billion in 2025, according to the attorney general’s office. The office cited reports that donation verification processes may have been insufficient, potentially allowing money from foreign sources. It also noted suspicions that donations arrived through prepaid or gift cards, described as a difficult-to-trace method previously used to conceal contributions, and that some contributions may have been made under false identities or without the knowledge of the named individuals.

The office is also examining multiple resignations, terminations, and whistleblower complaints. It stated that employees who flagged weaknesses in fraud-prevention systems, objected to internal decisions, or believed fraud risk was not being addressed may have faced suppression or punishment.

Hanaway issued a Civil Investigative Demand requiring ActBlue to produce documents, communications, and other materials relevant to possible state-law violations. The deadline is 10 a.m. CT on October 8, 2026. The office said it will review the materials and continue the investigation based on the facts.

“When political fundraising is compromised, public trust and the foundations of our democracy are put at risk. Missourians deserve a political system built on honesty and confidence that campaigns are not being financed through unlawful foreign sources,” Hanaway said in a statement.

“Political fundraising must never become a pathway to deception, influence, or special treatment,” she added.
