The ‘cabal’ are the servants and puppets of an other-dimensional bunch of phenomenally evil prats who created a simulation ‘Matrix’ to hijack human perception of reality so they could feed off the low-vibrational human energy generated by fear, anxiety, depression, conflict, war, hatred and ignorance from the events, happenings and knowledge suppression they create. 

Thus, they have no interest whatsoever in a world of love, joy, happiness, harmony and peace that generate frequencies their low-vibrational state cannot absorb. They tell us what they’re planning in obscure, even direct ways, not to follow the ‘rules’ (they MAKE the ‘rules’ in their fake reality until humanity awakens). 

They do it to plant in the subconscious mind the AI-digital dystopia they plan to make us familiar with so when they impose it the change does not trigger the scale of adverse reaction it otherwise would. The ‘pre-emptive programming’ then filters from the subconscious into the conscious mind in that sense of familiarity.
