This particular video is a what looks like a group of six birds. Ambiguous enough apparently that AARO could not just say it's birds, and so it's a fleet of UAP for the media.
I think I need to add flocks of birds to Sitrec.

Kubbar Island is a tourist spot off Kuwait. This appears to be it at high tide.
I don't think this is Kubbar Island, I think Qaruh Island is a better match:
Note the jetty and buildings near the tower.
Confusingly, this looks to be a photo of Qaruh, mislabelled, and I see quite a few more where people confuse it for Kubbar. On Google Maps, Kubbar only has a tower and a helipad that stand out:
