Orgo-Life the new way to the future Advertising by AdpathwayFox News host Maria Bartiromo was briefly teleported back into high school civics on Friday by Rep. French Hill (R-Ark.) after she asked about the logistics behind the bipartisan 21st Century ROAD To Housing Act becoming law.
“Does this become law even though the president doesn’t sign it?” Bartiromo asked.
Hill said the bill becomes law at midnight on Friday under Article 1, Section 7 of the U.S. Constitution, which states that a bill becomes law if the president does not sign or veto it 10 days (not including Sundays) after Congress sends it to the president’s desk.
However, Bartiromo still seemed befuddled.
“But I don’t understand how it becomes law even though the president doesn’t sign it,” she said.
Hill once again broke it down for the Fox News host — this time with more detail.
“Section 7 of the Constitution says the president has basically, there are three choices when Congress passes a bill and sends it to the president’s desk,” Hill said. “He may sign it, he may veto it, or 10 days after it’s transmitted to the White House, it becomes law without his signature.”
Bartiromo thanked Hill before the congressman delivered his most scathing line of the interaction.
“Civics 101, Maria,” Hill said.
Late last month, Congress overwhelmingly passed the 21st Century ROAD To Housing Act, which Trump initially said he would sign before abruptly canceling the signing ceremony.
Trump said he would not sign the bill until Congress passed his “SAVE America Act.”
