Capping all petrol and diesel cars at 50mph and introducing a tax that would double the price of all second homes are among a series of policies recommended for Andy Burnham’s first few weeks in office by a cross-party pressure group that is closely aligned to the new prime minister.

Compass has put together a report – seen by The Independent – outlining 100 policies for the new prime minister’s first 100 days.

It will be published in three parts over the next three weeks, with the first tranche – covering democratic reform, devolution, immigration and international affairs – being published this weekend.

Compass is headed by Neal Lawson, who is also the co-founder of Mainstream Labour, the Burnham-backed faction set up in August 2025 that was closely associated with Mr Burnham when he was preparing to challenge Sir Keir Starmer.

Among the policies outlined are a two per cent wealth tax on every £1m, support for assisted dying, the introduction of a proportional representation voting system before the next election, and a ban on members of the House of Lords from serving in government.

The document is also highly critical of the government’s approach to immigration, instead calling for a “positive immigration stance”. Compass argues that “Labour’s adoption of Reform/Conservative style immigration policy has been an abject failure, both morally and electorally”, instead calling for a “principled, positive case for immigration and Britain’s responsibility to take a share of people displaced by climate change and war”.

Policy proposals in the document include:

Support for assisted dying, arguing that all terminally ill people should be enabled to end their lives
Proportional representation to be introduced before the next election
A pensions sacrifice OBE, which would allow rich, well-off pensioners to opt out of their state pension for 3+ years
A ban on members of the House of Lords from serving in government
The recommendation that the government to stop using Elon Musk’s X
Limits on foreign property ownership, arguing that foreign ownership of residential property without living in it is “distorting housing availability, enabling money laundering and incentivising luxury developments out of reach for ordinary citizens”
A triple lock for renters, restricting rent rises to RPI, wage growth or 6 per cent – whichever is lowest
