It states, “Due to Congressional Democrats’ refusal to pass a clean continuing resolution (CR), approximately 42 million individuals will not receive their SNAP benefits come November 1st.” This predicament extends to those who recently applied for benefits and furloughed federal workers expecting their combined benefits for October and November. Without intervention, these vulnerable groups could face severe food insecurity.
Democrats have suggested using the federal government’s SNAP contingency fund, reported to hold about $5 billion, to bridge the shortfall. However, the USDA maintains that this fund is not available for the regular SNAP benefits, arguing, “SNAP contingency funds are only available to supplement regular monthly benefits when amounts have been appropriated for, but are insufficient to cover benefits.” The department added that these funds are designated for emergency situations like natural disasters, reinforcing its stance against using the fund for routine operations.
